Todd Connor, Strategic Partner of The PAR Group, will present the findings from a recent benchmarking survey administered to Chief Administrative Officers throughout Illinois.  The survey includes findings on how municipalities are looking to consolidate services, increase tax revenues, cut costs, and make staff reductions.

Public Safety Priorities

Often considered untouchable, public safety budgets now more than ever need to be scrutinized for savings.  Dr. Alex Weiss, Senior Vice President of The PAR Group will explore how budget changes in public safety activities can be implemented.  A sought after consultant for police departments looking to optimize staffing, Dr. Weiss will introduce the latest research on resource allocation, work scheduling, patrol function analysis, and organizational design.

Formerly with Booz Allen Hamilton, a leading strategy consulting firm, Mr. Connor will present an overview of the evolution of Lean Six Sigma, what some of the criticisms of the business management program is, and an overview of The PAR Method – an adopted method that adapts private sector best practices for public sector clients.




Break-Out Sessions

Session 1: Assessing and Monitoring Your Financial Health

Dr. Karl Nollenberger, Vice President of The PAR Group and editor of the 4th edition text of the ICMA publication “Evaluating Financial Condition – A Handbook for Local Government”, will present an easy to use and yet critical methodology to assessing your municipal financial health.  Given an abundance of data, what are the sign-posts that financial strain might be looming?  Dr. Nollenberger will bring analytical research as well as years of budget management experience to help inform finance directors and municipal managers.

Session 2: Fire Department Consolidation

If you've ever thought about Fire Department consolidation, you need to hear North Shore Fire Department Chief Dave Berousek's presentation.  Chief Berousek started his a career in Illinois and in 1995 was appointed the first Chief of the North Shore Fire Department in Wisconsin.  The North Shore Fire Department is comprised of seven communities north of Milwaukee on the shore of Lake Michigan.
